Take in refugees – Abolish all causes of flight

For a civic platform against isolation and xenophobia

Refugees stranding at European railway stations; razor-wired fences hastily raised along the borders; terror attacks against people in public spaces of a mega city – what Europe perceives as a state of emergency long since is the hard reality for ever growing parts of the world’s populace.  What’s new, the horror the people in the South try to escape from becomes tangible amidst Europe. We get a notion of how much already the world is out of whack. Increasing destructions of living conditions, hatred and violence are not falling from the sky. They are the result of a global politics placing economic interest over human interests. The thereby accepted exclusion of the majority of the world population forces people to flee and fuels violence. The unbridled free trade to the expense of the global poor, an economic policy leading to the destruction of the environment, the arms trades with dictatorial regimes, and the delivery of weapons in crisis regions dramatically increased the social inequalities between and within countries. Crises bear fear; a fear exploited by right-wing populist movements like the German Pegida or the AfD. Dull and hollow rabble-rousing against refugees, against the media, and against an open Europe, these movements serve the longing for national solutions and claim those will guarantee order and stability. But crises also bear solidarity: Millions of deeply committed citizens motivated by sympathy and readiness to help authentically take stands against racism and violence. Globalisation may not be a one-way street. Globalisation and migration are two sides of the same coin. We should meet the challenge in a way that makes sure that the encounter of different cultures ultimately includes chances to form the conditions for a world society. This includes a vision for a society allowing everybody around the globe safe access to decent living conditions. Necessary are alternatives to the dominating profit- and growth-oriented economic regime. Necessary is the safeguarding of public services here and beyond all national borders. Only by this way the twofold right, the right to stay and the right to leave, will have its breakthrough. Only where a dignified life is possible and only where no one is forced to escape due to war and social dislocation the right to free movement is complete. We take a stand for a strong welcoming culture and oppose any solutions that are based on national exclusion and the violent walling-off of the European borders. We support the freedom of movement for all people – no matter if they are fleeing war, ecological destruction, or poverty. We demand the reinforcement of the law of asylum and its completion through a migration law based on human rights and not on economic profits. We urge for the rejection of the dominating destructive dynamics and commit ourselves to a Europe in solidarity. There are a great number of us.

Usefulness of Piketty

Much of the debate on Piketty’s book did not go much beyond number-crunching and (possibly abashed) groaning … – yes, the injustice of the world …

Hidden Slavery

Chrystia Freeland, in her book
mentions something interesting, a bit sublime perhaps, and subtle, but surely more shocking than all the calculations by beancounters as Piketty – though their work may also be of some importance – at least for those who prefer the wooden hammer info of numbers instead of approaching harsh reality shows of life. So, the reality, the real meaning is grasped in the book I just mentioned, talking about Eric Emerson Schmidt, whom wikipedia sees simply as “Software engineer and businessman” and his “interesting views”.

If you traveled to Mountain View to visit Eric Schmidt when he was CEO of Google, you would have found him in a narrow office barely big enough to hold three people. The equations on the whiteboard may well have been scribbled by one of the engineers who works next door and is welcome to use the chief’s office whenever he’s not in. And while it is okay to have a private jet in the Valley, employing a chauffeur is frowned upon. “Whereas in other cultures, you can drive your Rolls-Royce around and just sort of look rich and have a really good time, in technology it’s not socially okay to have a driver who drives you to work every day,” Schmidt told me. “I don’t know why, but you’ll notice nobody does it.”

This egalitarian style can clash with the Valley’s reality of extreme income polarization. “Many tech companies solved this problem by having the lowest-paid workers not actually be employees. They’re contracted out,” Schmidt explained. “We can treat them differently, because we don’t really hire them. The person who’s cleaning the bathroom is not exactly the same sort of person. Which I find sort of offensive, but it is the way it’s done.”

This is also mentioned in a presentation that is available on the web.
Doesn’t this remind a bit of the treatment of slaves – we are frequently shocked when thinking about the blunt ignorance of ancient times, or the slave trade in modern times. And we may be shocked (only “may be” as not all are) when we hear about migration and the fortress Europe. But the day-to-day trafficking within this system is easily ignored, not even recognised by so many.
I remember, taking part in a conference organised several years ago by the European Commission, taking place in Birmingham. The event’s concern: labour market and using the ESF as means for the integration of the weakest. During the conference dinner a friend of mine asked the waitress a few questions – about income, working conditions … We learned that the lady had been underpaid, and “on call”. Whenever she heard (short notice) that she would be “allowed” to work few hours she had to do it: “you can say “no” once, but surely not more. She had to look then for somebody taking care of her little boy.
All this surely appalling – but it came worse: We went to somebody from the Commission – the organiser. “We cannot do anything. This service had been advertised. We looked for the best bid – and we can only check the technical correctness ….”

Switching scene, back to Eric Schmidt. Wikipdia also lets us know:

Schmidt was a campaign advisor and major donor to Barack Obama and served on Google’s government relations team. Obama considered him for Commerce Secretary. Schmidt was an informal advisor to the Obama presidential campaign and began campaigning the week of October 19, 2008, on behalf of the candidate. He was mentioned as a possible candidate for the Chief Technology Officer position, which Obama created in his administration. After Obama won in 2008, Schmidt became a member of President Obama’s transition advisory board. He proposed that the easiest way to solve all of the problems of the United States at once, at least in domestic policies, is by a stimulus program that rewards renewable energy and, over time, attempts to replace fossil fuels with renewable energy.

He has since become a new member of the President’s Council of Advisors on Science and Technology PCAST.

Switching scene, back to Europe again: there is something in all this, that reminds me of an article I read recently, talking about refugees and consumerism. The main argument: The crisis is not least a warning that we have to move away from consumerist attitudes – a bit of solidarity as sharing attitude. Yes, may be there is some truth also in that. But to be honest, the baseline of it is in my view not much more than a left good-doer attitude, not looking FIRST AND FOREMOST at the untouched relations and mode of production. The comments on the article are actually quote telling, and though I agree on many issues with the author, I see (and disagree) as well with the “quasi-religious attitude” behind it, pleading nolens volens for all of us tightening the belt …. Eating less meat and vegetarianism does not make a revolution.
And thus it easily leaves the old patterns intact – the following little episode could well be one that we find referred to in the works of Milton Friedman – I had been revisiting his work recently more or less extensively. There is no free lunch – but the “free market” surely guarantees that inequality remains:

And next to it again a fancy ad – but we know such clash from earlier. So to say, the free lunch, falling from the table of the super-rich ….

Switching scene, back to the world.
Currently we can follow the UN-debates on the New Sustainability Goals.
Ecuador’s President Rafael Correa made some valid and crucially important points in his speech, highlighting the necessity to change the foundations of the current system – not by changing the determinants of exchange (more just etc.), but by changing the foundations of the current system. And these foundations are not about changes of norms, of consumerism etc.: they are about the change of the mode of production. And though we are talking (rightly) about globalisation, and even if we criticise war-mongering, we forget that nationalism is still one of the fundamental features of the current system. It causes the externalisation of cost; and it causes the ongoing debate on migration as matter of “accommodating people from other countries” instead of acknowledging the need for a more fundamental re-thinking, looking for
human mobility laws based on human rights
In his speech, Correa  also criticises “social minimum approaches”, vehemently arguing for the need of moving to social maxima.
Indeed, religion, also in a modernised form, will not get us anywhere. Dealing with distribution, has to be about production.

Migration: overestimation and underestimation …

I personally think that the German “good will” is occasionally much overestimated, for instance also in a blog post by Yanis Varoufakis. There is also in that country a huge pressure and one can hear Maximum Capacity to Take in Refugees Reached, Germany Says. In general one can easily get the impression that governments are much harsher than a greatly appreciative population, though it has to be acknowledged that for instance the president of the Italian Parliament, rebuked harshly and not only morally any hostility – she mentions this as question of rights and a matter of taken them seriously.

Even more so it is dangerous to underestimate to which extent we see a Hungarian dictatorship emerging under Orban, neglecting even basic principles of law. A EURACTIV report today is simply shocking:

EXCLUSIVE/ A Hungarian journalist has revealed government plans to create an airtight system designed to prevent asylum seekers from entering the country. The measures will be introduced on Tuesday (15 September).

Writing for Index, Kata Janecskó, disclosed shocking details of the Hungarian plan. Refugee Crisis in Hungary offers a crowdsourced translation. …

It is a disgrace and  one can only hope that the EU-institutions and other member states are seriously stopping this destruction of anything that may left from the idea of Europe as social and even progressive and peace oriented force.

Though I frequently made clear that one should not expect too much from the claimed European Social Model (see also the book, going back to the antimilitarist conference last year in Berlin), Orban is simply a immediate and great danger for any kind of peace and democracy.

Migration – They do it their way

From an article on telesur, published August 20th

The U.K. is also adopting laws to make it less attractive for migrants to come and work in the country. New immigration policies will allow the government to seize wages and deport illegal immigrants without appeal.
“Border Force officers, operating on the ground, provide migrants with a more dissuasive and realistic sense of life for illegal migrants in the United Kingdom. That reflects the United Kingdom government’s work to render the UK a less attractive place for illegal migrants, including through limiting access to housing and health services in the U.K., and through targeting disreputable employers who seek to employ illegal migrants,” the accord states.
As part of the recently signed agreement, the U.K. government will provide US$11.1 million over two years, which will be allocated towards enhancing security measures around the perimeter of the Eurotunnel railhead.
Reading this after having talked a short time ago with a friend in Greece about the hospitality migrants experience in many cases especially by people on the street  … – I guess no further comment is needed.

I am not in a position to engage in depth — perhaps as I am a non-religious and non-fundamentalist person, not seeing myself in a position to comment on the details, not being able to clearly distinguish between the broad lines and the distracting details. Still, there is a bit that I can say.

The article mentions five reasons — and I am wondering if it is not just one reason that is relevant: the change of the foundation of the old world order: a world order in which difference had been defined and accepted, inequalities being taking for granted and clearly defined — some will remember the cartoon of the 1960 and early 70s, wasn’t it a Chinese one: showing the pulling of hair down the line, the cat being the last in the row that started from the accepted authority. Wondering means: not knowing, asking, or even more: going on in searching the question, namely the non-technical one. Just like Stephen Hawking who asked

In a world that is in chaos politically, socially and environmentally, how can the human race sustain another 100 years?

and continuing:

I don’t know the answer. That is why I asked the question.

Coming back to the article on the murder of Khaled Asaad, it brings us at the end to part of the question that has to be asked, looking for all those who stated earlier

Je suis Charlie

and who are silent now.

One problem is obviously a matter of information, or to be precise: the two matters of information. The one is that the information overflow goes hand in hand with non-recognition; the other is the way of selection: you can’t have it all. It is our own limitation and it is …, well, that is the second part: the process of directing attention by algorithms, defined by the powerful.

When browsing the Panorama further on “L’Isis e la guerra al terrorismo islamico” — and I will not go into details; furthermore, picking the Panorama is due to laziness, due to accepting the guide of some http://www.engine.algorithm, which will bring you probably to something similar in the place that big brother determines as “your country” — something had been …, well I could say, surprising:

  • many/most of the news are about violence, are presenting sad and “unbelievable” stories
  • many/most of the news are presenting some form of “weighing” — cynically one may say: the life of a person does not count much, the life of a woman or child, and of course: even more the lives of women and children counts much more, if there are enough men it counts too, or if there are such exceptional people as Khaled Asaad — and from what I know by now, he really was exceptional
  • many/most of the stories are marked in some strange way, looking at the reporting, by a contradiction: the “colorful” way of writing about the horrors is accompanied by the black-and-white-presentation of the good and the bad. And indeed it remains difficult to say “Je suis Charlie” in a world of which the actual struggle seems to be very much the old one, fought not during the Risorgimento. Those times seemed to be clear — to quote Giuseppe di Lampedusa’s novel The Leopard:

“Se vogliamo che tutto rimanga com’è bisogna che tutto cambi.”

i.e.

“Things must change, in order that they can stay the same.”

A nice saying, though really important is the context. The words are spoken by Tancredi, following his statement

Unless we ourselves take a hand now, they’ll foist a republic on us.

And the entire story is about the disintegration.

But WHAT disintegrated? We may look at the Kingdom of the Two Sicilies — Il Regno delle Due Sicilie; and we may also look at the different types of government, royalty standing against republic ecc. .

It is easy to overlook that all this had been — here and (at least) in all the European countries at the time — an expression of fundamental changes of the economic system …. — but now I am hesitating, or I am afraid, coming too close to figures. As said previously

If we want to look at figures, we should look at figures that are relevant: unemployment rates, orientation of economic policies on national performance instead of global responsibility, the privatisation of hospitals and the subsequent maltreatment of patients and staff, the Making of the Migration Crisis, going hand in hand with fears of extinction of nations, prices that make accommodation unaffordable, thus opening space for speculation and leaving places prone to alienation by different forms of ghettoisation …

But the meaning of this can only be understood when we read it against what Engels stated:

According to the materialistic conception, the determining factor in history is, in the last resort, the production and reproduction of the immediate life. But this itself is again of a twofold character. On the one side, the production of the means of subsistence, of food and clothing and shelter and the implements required for this; on the other, the production of human beings themselves, the propagation of the species. The social institutions under which men of a definite historical epoch and of a particular country live are determined by both kinds of production: by the stage of development of labour, on the one hand, and of the family, on the other.

The figures — of course important, and of course important as indicating main problems — are at the same time (potentially) misleading as they fall short of grasping the really relevant aspect of

the production and reproduction of the immediate life

As especially the reference to the Making of the Migration Crisis shows, they are very much about the production and reproduction of the immediate life under very specific capitalist conditions. And these capitalist conditions. And with this, there is very little hope for a Vatican Spring, a remark that is not directed against setting up a broad movement of very different forces; but it is directed against the reliance on value systems, appeals and hopes that are not clearly addressing capitalism and reduced the critique on “this capitalism”.

Approaching “this capitalism” has to look fundamentally at the following, something I elaborated on a different occasion — it is very much a translation from a text originally written in German

1. The discussion of the current crisis remains trapped in the old tracks — and it is often just looking at the glass, asking if it is half-empty or half-full, at the end being oriented on re-establishing a status-quo ante. This is in many cases also true in cases where critique is brought forward with the claim of fundamentally rejecting of the existing system. However, when talking about a structural crisis, the question must be whether the glass is actually completely broken. …

2. The current challenge is then to look at the crisis of the hegemonic system. If this is seen as power of ideas, it should also be emphasised that the so-called neoliberalism reflects a one-sided interpretation of the objective conditions and not simply a voluntary statement of values of a self-proclaimed ruling-class. …). We need … a courageous utopia that is based in the objectively given conditions of the productive forces and the real potential, and partly implicitly realised in the existing forms of socialisation.

3. The “limits to growth” are not simply a matter of discussing the negative constellations; it is necessary to consider the wider context, allowing to understand the limits of growth in the context of the ongoing limits to limitations that are to a large extent directly and causally related. We are talking about increasing inequalities, which are much more extensive than shown by Piketty: It is still the question of the (lack of) access to basic resources such as water, nutrition, housing, etc., all this increasingly a problem in all societies.

4. Finally, politics are always made for an uncertain future – risks should not result in paralysis nor lead to excessive adjustments.

Looking from this angle, the war against evil is a kind of Hobbesian Bellum omnium contra Omnes. However, we have to observe fake and original — as we are now dealing with a new dimension, going far beyond the individualist stance proposed by Hobbes. Today’s war is taking place in the gabbia di matti, the place where confusion reigns: individuals against individuals are still fighting, as much as we are also facing wars of states against states. However, in addition we find the “war of citizens against citizens” — even if the citizens are split personalities, fighting against each other — well-known from role-theory: and it is the war of the consumption citizens, active citizens, citizens of nation states, citizens of associations against the consumption citizens, active citizens, citizens of nation states, citizens of associations — it least the war of everybody against him and herself … . And to make it easier to bear it, it may be and will be a war of the consumption citizens, active citizens, citizens of nation states, citizens of associations against the consumption citizens, active citizens, citizens of other nation states, citizens of associations of other countries.

Not so much that changed, one may say — and it is true although the change is fundamental insofar the borders actually do not work anymore. Of course, it is not entirely clear if and in which way they actually worked in previous ages and eras. But at least there had been some stability over time. In terms of regulation theory, we look at accumulation regimes as

[a] particular combination of production and consumption which can be reproduced over time despite conflictual tendencies (Jessop)

and modes of regulation as

[a]n institutional ensemble and complex of norms which can secure capitalist reproduction pro tempore despite the antagonistic character of capitalist social relations (Jessop)

When we look closely the possibility of “reproduction over time despite conflictual tendencies” is broken — not globalisation as such requires a new definition of borders and rule(r)s. Instead, the fact that globalisation becomes increasingly real, defends such requirement. The end of history — this has been stated for many times — is the beginning of a new era, rightly characterised by Antonio Gramsci, contending that

[t]he crisis consists precisely in the fact that the old is dying and the new cannot be born; in this interregnum a great variety of morbid symptoms appear.

Walls are erected, to maintain the old borders: States against states — interestingly nations defining themselves as ultimate external border as in the Hungarian case; different fundamentalists each claiming to be the better of the people of god, the one wanting to capture Istanbul, the Turks claiming that their fence is about keeping “them” out, joined by the big brother across the great ocean, but actually aiming against the Kurds and the “old fight”, now being combined with a seemingly new one.

And all the other walls (see also here for one that is often misunderstood) and fences as the many in Latin America and against Latin America … the main wall still waiting to be lifted: the embargo against Cuba. And. with all this we easily forget the one of utmost important, the wall that is much more than the namegiver to a street,  that a major, the real divide of the world, for so many the wall against which they stand while being executed, listening to the song that speaks about Killing me softly.

As Max Weber stated 1919 in “Politics as a Vocation”

Every state is founded on force,’ said Trotsky at Brest-Litovsk. That is indeed right. If no social institutions existed which knew the use of violence, then the concept of ‘state’ would be eliminated, and a condition would emerge that could be designated as ‘anarchy,’ in the specific sense of this word. Of course, force is certainly not the normal or the only means of the state — nobody says that — but force is a means specific to the state. Today the relation between the state and violence is an especially intimate one. In the past, the most varied institutions — beginning with the sib — have known the use of physical force as quite normal. Today, however, we have to say that a state is a human community that (successfully) claims the monopoly of the legitimate use of physical force within a given territory. Note that ‘territory’ is one of the characteristics of the state. Specifically, at the present time, the right to use physical force is ascribed to other institutions or to individuals only to the extent to which the state permits it. The state is considered the sole source of the ‘right’ to use violence. Hence, ‘politics’ for us means striving to share power or striving to influence the distribution of power, either among states or among groups within a state.

Sure, it is easy to point on the walls of shame — many others could be added, including the “virtual walls” by European migration polices along the Mediterraneans. It is not so easy to acknowledge that there is another wall that actually establishes the foundation of shame: This is the wall of fame. Well, here the plural applies too

Universities, striving for excellence, expressed in ranking lists, causing a suicide of social science (irony that this article is only accessible for the academic insiders, those in the safe heaven of the ivory towers of academia); the mentioned celebration of little starlets that feel their marriage threatened by working time of 20 days per year; broken-up politicians establishing a Forced Choice Between ‘Suicide or Execution’. And other politicians cynically mocking

“You shouldn’t commit suicide because you’re afraid of dying,” the commission’s President Jean-Claude Juncker said. “You should say ‘yes’ regardless of what the question is.”

 

Well, how can we then try to understand what cannot be understood? Now, a renaissance has usually two sides, it consists of the character of dialectics as matter of maintaining and overturning.

Returning to the five reasons mentioned above, trying to put them into one nutshell (while remaining alert — such attempt is always as tempting as it is dangerous) we may take home what Hegel states in the Philosophy of Right, namely in § 258:

Rationality, taken generally and in the abstract, consists in the thorough-going unity of the universal and the single.

Such “universal and single” cannot consist in the dishonest erection of walls of fame that evoke equally dishonest walls of shame.

One does not have to live in Rome (though it may help) to appreciate una vita per la bellezza — the appreciation of beauty, not only as e(x)ternal phenomenon but even more as matter of a state of life.

 

Another quick turn to Hegel, who wrote in § 257

The state is the actuality of the ethical Idea. It is ethical mind qua the substantial will manifest and revealed to itself, knowing and thinking itself, accomplishing what it knows and in so far as it knows it. The state exists immediately in custom, mediately in individual self-consciousness, knowledge, and activity, while self-consciousness in virtue of its sentiment towards the state, finds in the state, as its essence and the end-product of its activity, its substantive freedom.

But if the actual state has nothing else to do than permanently driving wedges between people and peoples, if sovereignty is undermined by confronting the sovereign with the decision between suicide and execution, it will be difficult to find a solution. If a Coalition (of the Radical Left – Συνασπισμός Ριζοσπαστικής Αριστεράς, ΣΥΡΙΖΑ (Syriza)) is forced to loose (even if they may win another election), the unity as Λαϊκή Ενότητα (Laiki Enotita), the Popular Unity may be forced to go its own way.

It surely is an important point that had been mentioned in a recent TeleSur-article

the one thing that we can continue to look for in Greece is that anti-austerity movement is coming from the streets and communities.

The challenge is to bring the various communities from across the globe going the same direction, not as they usually did: along the Rabbit-Proof Fence, erected against humans degraded to animals, themselves degrading

So, if we turn down the real fences, the fences that imprison the minds will fall — we only have to make sure that the minds have to set free, allowing to turn down the fences. And if we look around, if we look at people helping migrants, caring for others, and fighting for and with others we may manage to really turn them down and use the huge potentials that we do have.

Migration – aren’t there any ways to stop criminals?

Yes, it is a heading that can easily be mistaken, but reading about EU-policy and referring “being criminal” to various policy makers, and the new Foreign Office minister, Lady Anelay, will hopefully easily get you there.

It is a disgrace, reading in yesterday’s Guardian

British policy was quietly spelled out in a recent House of Lords written answer by the new Foreign Office minister, Lady Anelay: “We do not support planned search and rescue operations in the Mediterranean,” she said, adding that the government believed there was “an unintended ‘pull factor’, encouraging more migrants to attempt the dangerous sea crossing and thereby leading to more tragic and unnecessary deaths”.

What we currently see as anti-migrant policies is unbearably when considering the human tragedy and it leaves only one demand: If we are serious about human rights people like Anelay should be immediately convicted.

On April 20, the Joint Foreign and Home Affairs Council of the EU released a ten-​point action plan outlining their response to the recent deaths of migrants in the Mediterranean Sea. Many other proposals have also been made over the last few days. We are activists who have been involved in the struggles against the European border regime for several years and who have been in touch on a daily basis with hundreds of people who have crossed the Mediterranean through Watch The Med and the Alarm Phone project. Faced with the hypocrisy of the “solutions” that have been proposed so far, we feel compelled to undermine their falsity and attempt to open up an alternative space for reflection and action.

  1. We are shocked and angered at the recent tragedies that have claimed at least 1200 lives in the Mediterranean Sea in the last week. We are shocked, although not surprised, by the unprecedented number of deaths in merely a few days. We are angered because we know that without a radical change these are just the first of many more deaths to come in 2015.
  1. We are also angered because we know that what is proposed to us as a “solution” to this unbearable situation only amounts to more of the same: violence and death. The EU has called for the reinforcement of Frontex’ Triton mission. Frontex is a migration deterrence agency and Triton has been created with the clear mandate to protect borders, not to save lives.
  1. However, even if saving lives was to be its core task, as it was the case for the military-​humanitarian operation Mare Nostrum in 2014, it is clear that this would not bring dying at sea to an end. Those who suggest a European Mare Nostrum should be reminded that even during its mission, the most grandiose rescue operation in the Mediterranean to date, more than 3.400 people died. Is this figure acceptable to the European public?
  1. Others have called for an international military operation in Libya, a naval blockade or the further enlisting of African countries for the policing of their own land borders. The history of the last 20 years in the Mediterranean shows that stepping up the militarization of migration routes is only cause to more death. Each and every time a route into Europe has been blocked by new surveillance technologies and increasing policing, migrants have not stopped arriving. They have simply been forced to take longer and more dangerous routes. The recent deaths in the Central and Eastern Mediterranean are the result of the militarization of the Gibraltar Strait, of the Canary Islands, of the land border between Greece and Turkey, and of several land borders in the Sahara. The “successes” of Frontex mean death to thousands of people.
  1. International organisations as well politicians from across the whole political spectrum have denounced smugglers as the main cause of death in the Mediterranean Sea. Several prominent politicians have compared the smuggling of migrants to the transatlantic slave trade. There seems no limit to hypocrisy: those who uphold the slave regime condemning the slave traders! We know very well that smugglers operating in the context of the Libyan civil war are often ruthless criminals. But we also know that the only reason why migrants have to resort to them is the European border regime. Smuggling networks would be history in no time if those who now die at sea could instead reach Europe legally. The visa regime that prevents them from doing so was introduced only 25 years ago.
  1. Those who have called, once again, for the creation of asylum processing centres in Northern Africa should be reminded of two examples that are the most accurate examples of what these centres would actually mean. First, the Tunisian Choucha camp managed by the UNHCR, which abandoned those who sought refuge there from the Libyan conflict. Even those who were recognized as needing international protections were left behind in the Tunisian desert, often without any other choice than trying to cross the sea. Second, the creation by Australia of offshore processing centres on remote “prison-​islands”, which is now hailed by many as a role model for Europe, only shows how hideous the forceful confinement of asylum seekers can be. These “solutions” serve only to displace the violence of the European border regime away from the eyes of Western publics.
  1. Faced with this situation, what is to be done? Comrades and friends with whom we have shared common struggles in the past years have been calling for freedom of movement as the only viable response to this situation. We too make this demand ours, as it is the only one that has managed to open up a space of political imagination in an otherwise suffocating debate. Only unconditional legal access to the EU can end the death of migrants at sea. And yet we think that a general call for the freedom of movement is not enough in the current context. We want to consider the freedom of movement not as a distant utopia but as a practice – enacted by migrants on a daily basis often at the cost of their lives — that should guide our political struggles here and now.
  1. These are the reasons why we call for the institution of a humanitarian ferry, that should travel to Libya and evacuate as many people as possible. These people should be brought to Europe and granted unconditional protection in Europe, without undergoing an asylum process which has lost its original purpose to protect and has de facto become yet another tool of exclusion.
  1. Is the idea of a ferry unrealistic? In 2011, at the height of the Libyan civil war, humanitarian ferries evacuated thousands of stranded migrants from Misrata to Bengasi, overcoming obstacles such as shelling, constant fire and sea mines. This shows that even in the current volatile situation of Libya, considering such an action is possible. Moreover, ferries would certainly be immensely cheaper than the prospect of a massive rescue mission at sea and of any military solution.
  1. The only reality we know is that any solution short of this will continue to lead to more deaths at sea. We know that no process of externalisation of asylum procedures and border control, no amount of compliance with the legal obligations to rescue, no increase in surveillance and militarization will stop the mass dying at sea. In the immediate terms, all we need is legal access and ferries. Will the EU and international agencies be ready to take these steps, or will civil society have to do it for them?

It may be that, it is worse: an inhumane strategic orientation when it comes to the EU’s understanding and defining of  problems.

The dramatic developments in the south of the European Union are obvious – the signals of humans drowning tine sea cannot be overlooked, even if the European Commissions website is not too impressed by the problem. Today (21/42015) presents news under the headlines of
  • EU acts on illegal fishing
  • TTIP to boost small enterprises
  • Commission opens google antitrust proceedings
And the priorities are named as
  • Jobs, Growth and Investment
  • Digital Single Market
  • Energy Union and Climate

Objectives

• Ensuring that all EU countries apply asylum rules in the same manner, by fully implementing the common European asylum system (CEAS).
• Enforcing EU laws penalising human traffickers vigorously.
• Protecting our external borders better by increasing the budget of the European border agency Frontex.
• Cooperating more closely with non EU countries to smooth repatriation of irregular migrants.
• Promoting the legal migration of persons with skills needed in Europe, through a review of the ‘Blue Card’ legislation.
And all this is stated:
  • while the threat for people who are desperately struggle to survive are actually running into a death trap
  • after just one day ago the walls of the fortress Europe had been strengthened, and we find the outline of what we can expect:
Ten points
• Reinforce the Joint Operations in the Mediterranean, namely Triton and Poseidon, by increasing the financial resources and the number of assets. We will also extend their operational area, allowing us to intervene further, within the mandate of Frontex;
• A systematic effort to capture and destroy vessels used by the smugglers. The positive results obtained with the Atalanta operation should inspire us to similar operations against smugglers in the Mediterranean;
• EUROPOL, FRONTEX, EASO and EUROJUST will meet regularly and work closely to gather information on smugglers modus operandi, to trace their funds and to assist in their investigation;
• EASO to deploy teams in Italy and Greece for joint processing of asylum applications;
• Member States to ensure fingerprinting of all migrants;
• Consider options for an emergency relocation mechanism;
• A EU wide voluntary pilot project on resettlement, offering a number of places to persons in need of protection;
• Establish a new return programme for rapid return of irregular migrants coordinated by Frontex from frontline Member States;
• Engagement with countries surrounding Libya through a joined effort between the Commission and the EEAS; initiatives in Niger have to be stepped up.
• Deploy Immigration Liaison Officers (ILO) in key third countries, to gather intelligence on migratory flows and strengthen the role of the EU Delegations.
It is a kind of war – and though there is no easy solution at hand, there is surely the need to think more thoroughly in terms of opening borders and minds instead of opening the routes to war.
